So, I let it go and around 8.6Gb it failed again. After downloading around 16Gb from Steam, the launcher STILL wanted 16Gb. Look, another 7.7Gb to download? Ok, really weird. Just for giggles, I had another system here that I brought online with a fresh Windows 10 install. I'm still not done with the download but at least it is still moving, so I thought you all might want to try this step. It cruised right past the 450-480MB mark where it had been returning download errors. I reopened the launcher and started up the download again.

At the next pop-up box, check the Full control box under the Allow header in the Permissions for Authenticated Users section (mine was unchecked), then click Apply. Nothing worked until I went to the main directory where the files are being installed to (in my case, 'D:/Games/SquareEnix/FINAL FANTASY XIV - A Realm Reborn', went to Properties, then Security, then the Edit button for changing permissions.
